Director Vance (Rocky Carroll) is being wooed by Congresswoman Flemming (Mary Stuart Masterson) to run for congress, which might put Gibbs (Mark Harmon) as the new director of NCIS. The continuous drop in ratings might cause CBS to cancel "NCIS."

Previously on "NCIS" season 14, Congresswoman Flemming has been trying to get Director Vance to leave his job at NCIS and run for congress. The congresswoman points out that he should ride the wave of the whole Kai Chen take-down to make a campaign.

If Director Vance chooses to go with Flemming's plan, the director slot at NCIS will be passed onto Gibbs, which will change the whole dynamics of the team.

On a previous interview with TVLine, Emily Wickersham – who plays Bishop – shared that everyone was shocked when they found out about Gibbs' possible promotion.

"When we got to that moment at the table read, I was like, 'Wait, what? Hold up....' We all kind of turned to each other. It was like a little tiny thing, but it was a big drop," Wickersham revealed.

She also added that there are no developments so far regarding this in the storyline, but it would definitely create a big shift in NCIS.

However, Vance had an impasse with the congresswoman. He told Flemming that he's happy with where he is, leaving the congresswoman no choice but to back off Director Vance for now.

Meanwhile, the ratings of "NCIS" season 14 continue to drop according to TV Series Finale.

Since season 14 first aired in September 2016, the show has an average viewership of 15 million. Unfortunately, this is actually almost a 10 percent drop in viewers from season 13's 16 million viewers.

Also, from a 2.21 rating in season 13, "NCIS" season 14 only has a 1.82 rating. Although CBS signed on the show and its cast members for another season, with the decline of ratings and viewership, the show might not live past its current season.

"NCIS" season 14 airs every Tuesday night at 8 p.m. ET on CBS.
